HBRC reviews “An Act Establishing the Martha’s Vineyard Housing Bank” to consider possible amendments:
a) Amendments that do not violate or infringe upon the details in the warrant article may be incorporated into the act by a majority vote of the HBRC;
b) Any other amendments may be incorporated only after approval by at least four of the participating towns’ Select Boards, acting by majority vote.
The legislative process proceeds:
a) Clerical and editorial changes to the Act may be made by the legislature;
b) All other changes by the legislature must be approved by at least four of the participating towns’ Select Boards, acting by majority vote;
c) Legislature passes the Act;
d) Governor signs the Act into law.
Each member town:
a) Appoints an Initial Commissioner;
b) Adds a Housing Bank Commissioner to the next Annual or Special election, to be elected for terms as described in the Act;
c) Creates their Town Advisory Board (TAB), appointed by the existing bodies as described in the Act;
d) Determines the lengths and staggering of terms for all Commissioners to be elected
